About Ryan
Ryan Spencer has over 28 years of legislative and political experience in and out of the Capitol.
He is known for using a variety of tools to create strategic advocacy plans that educate and inform policymakers to produce desired outcomes.
Throughout his career, Ryan has developed a reputation for managing difficult policy negotiations in a variety of areas, including health, transportation, tax reform, and legislative procedure.
Ryan developed his acute understanding of legislative procedure during his tenure in the California State Assembly, where he served three speakers, including Speakers Anthony Rendon, Toni G. Atkins and John A. Pérez.
Through his years in the Capitol, Ryan has developed and maintained close relationships with key legislative staff, including senior members in the leadership offices in both the Senate and Assembly.
Previously, Ryan worked for the California Medical Association and Mercury Public Affairs.
He holds a Bachelor of Arts in History with a minor in Political Science from Sonoma State University, a Master of Arts Degree in Government from CSU Sacramento and a Masters of Business Administration from the University of Southern California.
